Introduction
The Orissa
State Prevention and Control of Pollution Board was constituted in
pursuance to subsection (1) of Section- 4 of the Water (Prevention and
Control of Pollution) Amendment Act, 1974, vide Notification
No.1481-VII-HI-11/83 (Vol. II)-S.T.E., dated 15.07.1983 after the Orissa
Legislative Assembly adopted the Water (Prevention and Control of
Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act,
1981. The Board was re-designated as Orissa State Pollution Control
Board vide Notification No. Env-E(F)/8/99/1882 F&E, dated 16.07.1999 of
the Forest and Environment Department, Govt. of Orissa. The functions of
the Board is clearly defined in the Water and Air Acts and can be
broadly classified into 3 main categories viz. (i) Enforcement, (ii)
Advisory & (iii) Monitoring , research, creation of public awareness and
facilitator.
